Purpose:

The Operations Security Funding Policy will address transit operations safety and security staffing needs by outlining a funding framework as well as setting rules and expectations for transit agencies who choose to use Wake Transit funds to hire security officers, security program support staff and other associated personnel. 

Need:

In recent years, the Wake County community, transit riders and transit operating agencies have expressed a desire to boost safety and security associated with transit services.

For capital projects including updating bus stops, buillding new transit centers and tranfer points, as well as purchasing and retrofitting vehicles the funds needed to incorporate safety features are included in the overall porject budget,

There is not a similar process or policy in place that provides funding to hire necessary personal to meet transit operations safety and security needs. This may include security officers, staff at transit stations, and others who improve the overall security of the facility and the riders.  TPAC asked for a new policy to be developed. 

Policy Overview:

Operations security measures and security enhancements improve the transit experience for riders and staff and protect transit infrastructure. The Operations Security Funding Policy  provides a clear framework for allocating funds to meet current and future operational security needs. Transit agencies are eligible to receive up to 5% of their total annual fixed-route bus service costs for operations security expenditures. The first 3% will be funded 100% with Wake Transit revenues. The additional 2% will be funded at a 50/50 match. 50% paid by local sources and 50% eligible to be paid with Wake Transit funds.

The Funding Policy requires requesting agencies to demonstrate that the safety or security need is tied to Wake Transit Plan implementation, to describe how the specific need will be addressed, how much the personnel will cost, and to develop a status report that documents the effectiveness of the investment.

Adoption Schedule:

The TPAC's Program Development Subcommittee recommended adoption of the draft Operations Security Funding Policy on August 26, 2025. The public review and comment period will run from September 5 - 21, 2025. The TPAC is expected to consider it for adoption onOctober 23, 2025.

Adoption & Close Out

The Wake County Transit Planning Advisory Committee (TPAC) is anticipated to consider adoption of the new policy in October 2025. Once adopted the document will be added to the TPAC's Document Library published on CAMPO's website.
